WATCO is a wholly-owned, not-for-profit Company of the Government of Odisha, registered under the Companies Act, 2013. It was incorporated on the 24 th November 2015 and is limited by guarantee. Its registered office is at Ground Floor,UNNATI Bhawan,Satya Nagar,Bhubaneswar-751007,Odisha,India.

The primary objective of WATCO is to provide water supply and sewerage services in the cities of Bhubaneswar, Jatni and Khordha on behalf of the respective municipal bodies. There is a Board of Directors of WATCO that manages the business of the company. The Board is headed by the Secretary, Housing and Urban Development Department of Government of Odisha and has ten more Directors, one of whom is the Managing Director.

Improvement in service provision, customer satisfaction and sustainability are the focus of WATCO. While external water supply and sewerage services (beyond the limits of private houses and plots) are looked after by WATCO, the internal water supply and sanitary installations in Government buildings, both residential and non-residential, are looked after by the Public Health Engineering Organization of the Government.
